Approvals are where Jamaican construction projects lose the most time, and almost always for the same reason: an incomplete submission that goes back and forth for months. Every parish has a Municipal Corporation with its own queue, and some sites additionally trigger review by NEPA, the Public Health Department or the Fire Brigade.
Duke Sterling prepares and lodges the full application package, tracks it through the process, and responds to queries on your behalf.
Most delays are missing documents, not planning objections. We lodge a complete package so your application joins the queue once rather than three times.
Requirements and turnaround vary between Municipal Corporations. We prepare to the standards of the parish your site is actually in.
We act as the point of contact and respond to requests for information promptly, which is often what separates a three-month approval from a nine-month one.
The exact package varies by parish and project type, but a Jamaican building application generally requires all of the following.
Not every project needs NEPA clearance, but the ones that do and fail to obtain it face enforcement rather than a fine-and-forget outcome. These are the triggers we check at feasibility stage.
A complete residential application typically takes two to four months. Commercial applications commonly run three to six months, and anything requiring NEPA review should be planned for longer. The single biggest variable is whether the first submission was complete.
Unapproved work can be subject to a stop notice, enforcement action and a requirement to demolish. It also creates real problems later: unapproved structures complicate sale, mortgage and insurance, because there is no certificate of occupancy to produce.
Often yes. Boundary walls above a certain height, extensions to the footprint and any structural alteration generally require approval. Purely cosmetic internal work usually does not. We will tell you which side of the line your project sits on before you start.
Regularisation is sometimes possible, depending on what was built and whether it complies with current requirements. It involves preparing as-built drawings and submitting them retrospectively. We assess honestly whether an application is likely to succeed before you spend money on it.
The whole process, if you want it. We prepare the drawings, compile the package, lodge the application, track it, and handle queries through to approval. You can also engage us for the drawings alone.
Approvals sit between design and construction, and link to both.
